Project Description
Leighton Contractors Pty Limited has been awarded the Elizabeth Quay inlet and public space development contract by the Western Australian State Government. The $200 million project was carried out by Leighton Contractors in conjunction with its subsidiary, Broad Construction Services (WA) Pty Ltd.
The Elizabeth Quay project is one of a series of important State Government initiatives to develop Perth as a contemporary, liveable and globally competitive city, enhancing its appeal for residents, city workers, and visitors alike.
Spanning an area of approximately 10 hectares, the project included constructing a new inlet with associated roads, parks, promenades and an island with a connecting bridge.
Abaxa was engaged as the Preferred Sub Surface Consultant on the project, one of Perth’s CBD biggest projects. Abaxa worked actively with the client to build and be an integral part of the Permit Excavation Management System, where the Abaxa Utility Report was a key supporting document to the excavation permit approval of the Services Manager.
The project was challenged by its CBD location with high underground highway and unplanned utilities, heritage location and the number of subcontractors working in multiple locations across the project that were not aware of the utility risks even when working above ground. The project required multiple highly skilled and experienced technical resources to manage the utility complexities, duty of care and project timeline across multiple, concurrent constructions on the project.
Abaxa took charge of the project and actively promoted and managed the utilities risk at site reporting near miss incidents that contributed to awareness and protecting the public, people and infrastructure on site. There were two utility incidents on site of which Abaxa was instrumental in the investigation as the expert in process and equipment to assist root cause understanding and improvements to prevent similar incidents on site.
Results
Abaxa as experts on the project for Utilities location and verification, Abaxa provided education and awareness of the technical capability of equipment and damage prevention process to support in delivering the project to a high standard with multiple technical experts to align with the project program, supporting incident investigation and Safety Management.
